Technical energy management with Decentralised Energy Management System DEMS

Due to the intermitting nature of most Renewable Energy Sources, a high rate of Renewable Energy supply leads to high and strongly fluctuating deviations of energy supply and demand. An intelligent solution to solve this consists in managing both the generation of energy from renewable sources and energy demand in such a way, that energy services are provided at the lowest possible cost. The latter is the more challenging, the more numerous and the smaller the energy supply units are and the more energy consumers are to be managed. This challenge is accepted in this project: the consortium plans to implement an energy management hard- and software, DEMS, which enables to manage a large number of small and decentralised energy generation and consumption units.

DEMS will be configured in a cascade structure, including 3 local sub-configurations in the core communities Weilerbach, Tulln and Redange, and an interconnecting part allowing for central monitoring and control of all involved communities. The installations in the community Slubice will be directly monitored and controlled through the central DEMS unit, in order to get experience with the broadest possible range of operation options.

Energy Management and Audit Scheme easy (EnerMAS process)

The activities of a CONCERTO community have very much in common with processes which companies or communities undergo within environmental certification processes and the latter always cover comprehensive energy efficiency measures. For this reason, it is worthwhile to have a closer look within this project on environmental certification processes and make maximum use of the links which CONCERTO processes have with the latter.

To increase the number of companies which implement the EU system EMAS (Eco-Management and Audit Scheme) in this project the scope of EMAS for CONCERTO communities should be explored. Due to the fact, that the existing EMAS scheme doesn’t have a special focus on energy means, the consortium wants to develop a specific energy management system (Energy Management and Audit Scheme called: EnerMAS process) that can be interlinked with EMAS by having similar characteristics concerning the classical management approach of PLAN- DO- CHECK- ACT and especially in reference to verifying processes. The mid and long term perspective is to create an instrument that offers the possibility to companies to reduce energy consumption and coherent emissions in a verifiable way. The participation in this EnerMAS will be necessary for companies to gain reliable information and data of the individual energy situation.

Applied regional material flow management (MFM)

Whereas EMAS optimises existing structures and while DEMS focuses on technical aspects, Material Flow Management (MFM) goes much further. Material Flow Management (MFM) creates new structures on technical and non-technical levels. Thus, MFM can be used to search for more potential which can be added to the local value. MFM tools lead to cooperation schemes which normally do not exist, such as farmers supplying local SME with biomass or setting up Energy Service Companies (ESCOs) jointly with local communities and existing utilities.

In the framework of this project MFM will help to activate hidden regional potentials such as the creativity of individuals and social groups, decentralised technologies, new materials, growth potentials and new business models. Using innovative financing schemes like energy performance contracting, new network strategies or new combinations of existing technologies, new opportunities for sustainable development in regions will be designed.

As MFM so far has a wide range of experience only in application for companies further development of regional MFM is needed, and will be done in this project. The central goal is to provide a strong working tool integrating environmental management tools (like EMAS), technology management tools (like DEMS) and new financing schemes like contracting, joint implementation, local ESCOs, regional renewable energy pension funds etc.).

Innovation activities

The SEMS consortium will develop new approaches and best practice examples for sustainable energy use and management in communities which should be of big interest for other European communities, utilities, consultants, etc. Therefore the core research institutes will put a lot of attention to the dissemination of the project results.

Monitoring and evaluation

Technical monitoring is comprised in the demonstration subprojects SP2 to SP5. Research covers socio-economic monitoring of this project and use of the monitoring results for strengthening the awareness and readiness to commit to the sustainable energy process in the core and associated communities and beyond.

B.A.U.M. brings in experience from a number of socio-economic research projects, including field and literature research, evaluation and accompaniment of study works and Master thesis students. The most important reference with regard to regional energy development is the FP5 project “100% RENET” where a handbook for regional managers has been produced.

IfaS and IZES have a long-time experience in leading and monitoring EU projects. The Interreg project LSDN was very similar to SEMS. Thus the consortium expects to foresee monitoring problems and handle them. CRP Henri Tudor will bring in its technical experience.

The concrete activities within this project comprise:

Continous accompaniment and monitoring of the project implementation, notably in the 4 core communities (IfaS, CRP Henri Tudor and IZES);

Socio-economic monitoring and evaluation of the processes in the 4 core communities (B.A.U.M.);

Conclusions for similar sustainable energy development processes in communities (Ifas, IZES, B.A.U.M. and CRP Henri Tudor).
